Dexis is seeking a Program Manager to lead implementation of a U.S. Department of State-funded program in Honduras supporting citizen security, counternarcotics, border security, and criminal deterrence. The program will provide travel, logistics, procurement, training, and operational support to Honduran law enforcement and justice-sector institutions.

The position will coordinate closely with INL program staff and the Grants Officer Representative (GOR). The program requires management of training, travel, logistics, procurement, operational support, and vehicle-maintenance activities across Honduras and, where required, international travel. The ideal candidate combines strong international program management with hands-on expertise in travel and event logistics, procurement, financial controls, U.S. Government award compliance, vendor management, and security-sensitive operations . This position is contingent upon award.

Responsibilities:

•
Provide day-to-day leadership for program implementation, ensuring activities remain aligned with the approved scope, work plan, budget, and program objectives.

Serve as a principal operational interface with INL program staff and the GOR for program implementation.

•
Establish efficient systems for receiving, reviewing, tracking, executing, and closing training, travel, logistics, procurement, and operational-support requests.

•
Oversee domestic and international travel support, including airfare, lodging, ground transportation, travel documentation, insurance, registration or tuition fees, and participant travel advances.

•
Oversee logistical support for training, conferences, and other INL-sponsored events, including venue arrangements, audiovisual services, transportation, and participant support.

•
Oversee procurement or rental of mission-essential items and services, which may include communications equipment, field gear, medical supplies, fuel, maintenance services, and specialized transportation.

Lead or oversee compliant procurement of goods and services required for training and operations.

•
Develop and manage a reliable vendor network for air travel, hotels, transportation, venues, materials, equipment, and other services.

  • Ensure activities and expenditures comply with award requirements and applicable U.S. Government regulations.

•
Coordinate required Leahy vetting processes and ensure applicable participants receive approval before U.S. Government-supported activities.

  • Manage program work planning, budgets, deliverables, documentation, and reporting.
  • Coordinate support for Honduran law enforcement and justice-sector partners, including specialized units and third-country advisors.
  • Oversee performance monitoring, including required quarterly reporting through INL’s DevResults system.
  • Identify and manage operational, financial, and security risks throughout implementation.

Qualifications :

•
Bachelor's degree in international development, business administration, public administration, logistics, supply-chain management, international relations, or a related field.

•
5+ of progressively responsible experience managing international logistics, operations, or related programs, including significant program-management, travel coordination, and administrative management responsibility.

•
Significant experience managing complex international programs, preferably involving law enforcement, justice-sector support, logistics, or security assistance.

•
Strong experience with project operations, procurement, budgeting, compliance, and stakeholder coordination.

•
Experience managing U.S. Government-funded programs strongly preferred.

•
Excellent English and Spanish communication skills preferred.

•
Experience working in Honduras or Central America preferred.
