About this role
Andrew Morgan LLC, is a rapidly growing Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone-certified organization. We are seeking a qualified Technical Project Manager to support a potential federal contract award with leading a Technology Business Management (TBM) and cost modeling program. This role is contingent upon contract award and will play a critical part in our efforts to deliver exceptional results.
RESPONSIBILITIES:
The ideal candidate is both a strong PM and a hands-on technical leader with deep experience implementing and operating TBM toolsets and data/workflow automation platforms to deliver repeatable cost models, dashboards, and governance.
• Primary customer interface and responsible for managing the project team
• Lead end-to-end program execution (scope, schedule, budget, risks/issues, stakeholder management) for TBM and accounting enablement deliverables across base and option periods.
• Drive technical delivery of TBM capabilities, including cost model design, allocation strategies, IT tower/service costing, unit cost metrics, and operationalization of TBM taxonomy concepts within tooling (e.g., Apptio/ATUM-style implementations).
• Oversee data ingestion and transformation pipelines, including development and sustainment of automated workflows (e.g., Alteryx) that integrate financial, asset, labor, and operational data into TBM reporting and analytics.
• Partner with finance, IT, and mission stakeholders to define requirements, prioritize backlogs, manage change control, and ensure adoption of TBM practices and outputs.
• Establish and enforce delivery governance: sprint/iteration planning (as applicable), quality assurance, configuration/change management, release planning, and documentation standards.
• Prepare and deliver executive-ready briefings, dashboards, and decision support artifacts; ensure traceability from source data to model outputs and reporting.
• Lead and mentor cross-functional teams (data engineers/analysts, TBM practitioners, finance SMEs), including subcontractor coordination and technical tasking.
REQUIREMENTS:
• Bachelor’s degree in Data Analytics, Computer Science, Computer Engineering, Finance, or a closely related field.
• 10+ years total professional experience with 5+ years serving as a Project Manager on technology/data/analytics or financial management initiatives.
• Demonstrated experience in Technology Business Management (TBM) and cost modeling (e.g., cost allocation, cost pools, unit cost, service costing, transparency reporting).
• Strong hands-on experience with Apptio (Cost Transparency/ITFM/TBM modules and/or related Apptio tooling) and implementing/operating TBM cost models in a production setting.
• Strong hands-on experience with Alteryx (or equivalent automation/workflow tooling) to build and sustain repeatable data prep/ETL/analytics workflows.
SALARY:
Salary is commensurate with both location and experience.
