LEVEL OF EFFORT: Up to 10 Days (80 hours)

POSITION SUMMARY

Winrock International (WI) is seeking a technical liaison consultant and contributor for a project design to address trafficking risks in critical minerals in the Philippines. The purpose of the anticipated activity is to advance and strengthen the efforts of the Philippine actors to reduce, detect and remediate forced labor in minerals mining, processing and surrounding communities.

ESSENTIAL RESPONSIBILITIES:

  • Provide a list of key governmental, business, and nongovernmental stakeholders working on related issues at national and local levels and define stakeholders’ roles and activities.
  • Set up calls/meetings with actors and potential partners.
  • Organize logistics for travel for the technical design consultant.
  • Travel to target locations and hold meetings there.
  • Provide translation and interpretation support as needed.
  • Provide input on current efforts as well as key learnings from previous initiatives.
  • Provide input on possible partnerships and make introductions on behalf of Winrock.
  • Provide inputs and recommendations on geographic focus.
  • Follow up with stakeholders to send thank you notes secure letters of commitment/support, as needed.
  • Collect research and policy documents and other relevant resources requested.
  • Provide costing and operational information as requested.
  • Participate in the design calls and/or serve as a technical reviewer of the proposal, providing recommendations on the strategy, particularly focusing on feasibility, realism of the local context write-up, adherence to the Philippines’ strategies and priorities.
  • Support additional follow-up tasks as assigned.

KEY DELIVERABLES:

  • List of key governmental, nongovernmental stakeholders working on responsible labor in the critical mineral sector at national, regional, and local levels, with stakeholders’ roles, and responsibilities clearly defined. Calls and meetings scheduled. Thank you notes sent.
  • Written notes from meetings, responses to proposal team questions, and other technical inputs (sent on a weekly basis or more frequently) based on discussions.
  • Written comments on the proposal’s technical draft as requested.
  • Copies of policies and data requested.
  • Letters of support collected from partners as instructed by Winrock staff.
  • Completed spreadsheet with cost estimates for project operations in the Philippines.

QUALIFICATIONS

Successful candidates will have:

  • Understanding of the human rights landscape in critical minerals/ extractive industries in the Philippines
  • Relationships with key stakeholders in Philippines working to address labor and human rights issues
  • Experience liaising with government, private sector and civil society
  • Ability to manage available time and resources and work on tight deadlines
  • Experience in consolidating and analyzing data and writing reports
  • Strong interpersonal skills
  • Fluency in English and Filipino/Tagalog
