Sr Manager, Local Area Transport & Traffic Coordination:

Leads LA28’s venue-transport interface with external partners to develop, align, and deliver Local Area Traffic Management Plans (LATMPs) across venue cities and venue zones/sports parks. Reporting to the Director, Venue Transportation, this role serves as the primary subject-matter bridge between venue cities/agencies (e.g., Metro, Caltrans, Metrolink, law enforcement, fire/EMS, and other local stakeholders) and LA28 Venue Transport Managers, ensuring consistent progress, clear governance, and readiness for procurement, implementation, and Games-time operations. The role requires a blend of technical transportation   and / traffic  management  expertise   as well as  strong program/project management skills, grounded in an understanding of the Los Angeles regional operating environment.

Key Responsibilities

Local Area Governance & Coordination

  • Lead LA28’s venue transport  and  local area workstream and cadence, including quarterly coordination meetings with relevant stakeholders ( V enue cities, Metro, Caltrans, Metrolink, law enforcement, fire/EMS, etc.).
  • Organize and  facilitate  regular venue-zone and sports -park meetings to align assumptions, operational concepts, and delivery milestones.
  • Establish clear decision pathways, meeting outputs, action logs, and follow-up to drive closure across agencies and venues.

External Partner Management (SME Liaison)

  • Serve as the subject-matter expert and primary interface between external partners and LA28 Venue Transport Managers, translating partner requirements, constraints, and operating practices into actionable venue transport inputs.
  • Coordinate with city  and  agency counterparts on event traffic operations concepts (e.g., street closures, detours, signal timing, curb   and parking  restrictions,  tow  plans, emergency access) and confirm roles  and  responsibilities.
  • Support relationship management, issue escalation, and cross-agency alignment to protect schedule, safety, and operational integrity.

Local Area Traffic Management Plans (LATMP) – Development, Review & Consolidation

  • Develop and maintain LATMP guidance, templates, and minimum content requirements to drive consistency across venue cities.
  • Review, quality-check, and  consolidate  LATMPs to ensure completeness, alignment to LA28 venue transport concepts, and compatibility with adjacent venues  and  zones and regional mobility initiatives.
  • Identify  gaps, risks, and interdependencies (e.g., overlapping closure footprints, shared detours, competing curb demand) and drive mitigation planning with partners.

Program  and  Project Management, Reporting & Schedule Control

  • Create and manage integrated timelines, milestones, and deliverable trackers to ensure each venue city progresses at  an appropriate  and consistent pace.
  • Produce clear written updates, dashboards, and briefing materials for venue transport leadership; highlight decisions  required , risks, and recovery actions.
  • Coordinate document control, version management, and meeting outputs to  maintain   a single source  of truth for local area planning artifacts.

Procurement & Implementation Support

  • Support venue cities through procurement and implementation phases by helping define scopes of work, technical requirements, and  sequencing for  traffic management resources (e.g., TCM, signage, devices, communications).
  • Coordinate with LA28 functional teams to align contracting approaches, implementation timelines, and access/installation windows near venues.
  • Monitor readiness of implementation activities and surface constraints that could  impact  Games-time delivery.

Readiness, Testing & Operations Transition

  • Coordinate local area tabletop exercises, field walk-throughs, and integrated testing with cities and agencies to  validate  traffic plans and interagency procedures.
  • Ensure lessons learned are captured and translated into plan updates, operational playbooks, and  implementation  actions.   ]

Background & Requirements:

  • 7+ years of relevant experience in transportation/traffic operations, special event planning, program management, or multi-agency project delivery.
  • Deep understanding of traffic management planning and special event operations, including roadway network constraints, closures/detours, curb/parking controls, traffic control devices, and interagency field operations.
  • Experience working within the Los Angeles regional transportation environment (preferred), including coordination with city  jurisdictions , county/state agencies, and transit operators.
  • Proven ability to coordinate multiple external partners and  jurisdictions ,  facilitate  working groups, and drive decisions in complex, highly visible environments.
  • Excellent written and verbal communication, including the ability to produce clear timelines, reports, and briefing  materials  and present to diverse stakeholder groups.
  • Strong program   and / project  management skills, including building integrated schedules, managing dependencies, and ensuring consistent progress across multiple venues and partners.
  • Experience supporting implementation phases (e.g., procurement coordination, field delivery, readiness/testing) and  operating  effectively under changing conditions and time constraints.

Education:

  • Bachelor’s degree in transportation engineering, civil engineering, urban planning, public administration, or related field; or equivalent experience.

Physical Requirements and Working Conditions:

  • Available to work onsite in our Downtown Los Angeles-based office.
  • The LA28 office is an   open floorplan   working environment; employees must be able to work efficiently in an   open cubicle   environment.
  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods.
  • Perform other duties as   required ; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games.

The annual base salary range for this position is $115,000.00 - $140,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
