The service holder is responsible for ensuring, in liaison with the EPCC package commissioning managers, that the EPCC package pre-commissioning and commissioning activities are prepared, executed, and reported in accordance with Opercom® Guidelines and Icaps© Mobiweb.

KEY RESPONSIBILITIES

The service holder is responsible for the EPCC packages they are following:

  • Coordinate and control the implementation of the commissioning plan
  • Support and train the PMT EPCC package teams on commissioning activities and best practices
  • Ensure consistency in the management of ICAPS© Mobiweb across all packages
  • Support the PMT commissioning Manager and commissioning Department in their activities and initiatives
  • Coordinate the pre-commissioning and commissioning interface points between packages and stakeholders
  • Enforce the project HSE plan and ensure compliance across all commissioning activities
  • Follow, input, and review pre-commissioning and commissioning work, including:
  • Technical documentation and deliverables
  • Requisitions, quotes, and procurement documents
  • Procedures, plans, and schedules
  • Submissions from EPCC Contractors, Vendors, Manufacturers, and Suppliers
  • Provide technical commissioning expertise in the definition and design of commissioning systems
  • Assist the PMT EPCC package teams in reviewing EPCC Contractor pre-commissioning and commissioning procedures
  • Ensure proper implementation of EPCC package witnessing and signature matrices
  • Assist packages in defining requirements for utilities, equipment, consumables, spare parts, and other resources needed for commissioning execution
  • Check and ensure quality of all information populated into ICAPS©
  • Review package organisation for walkthroughs and punch list activities
  • Manage the review of Operational Test procedures and associated documentation
  • Review Contractor integrated commissioning schedules by system
  • Review and participate in Simultaneous Operations (SIMOPS) plans, procedures, and activities
  • Consolidate weekly and monthly project pre-commissioning and commissioning reports
  • Liaise with PMT EPCC packages and request specialist support from PMT Directorate as required
  • Develop and coordinate pre-commissioning and commissioning activities for shared systems between packages
  • Review Vendor assistance and support for pre-commissioning and commissioning activities
  • Review and expedite the handover plan of systems to PMT Operation Readiness Organisation, aligned with project start-up sequences
  • Organise and manage audits of PMT Entities' compliance with pre-commissioning and commissioning requirements
  • Participate in project and shareholder internal and external general reviews and audits
  • Assist the commissioning Manager in:
  • Responding to technical queries and deviation requests from Contractors
  • Enforcing project Management of Change and Change of Scope activities
  • Following and closing out activities, tasks, actions, and comments
  • Experience in refining or petrochemicals and technologies.
  • Proven Experience in EPC project management (knowledge of the Kingdom of Saudi Arabia is a plus).
  • 15+ years' experience in Petrochemicals and refining projects.
  • Commissioning expertise. Good knowledge of OPERCOM® and ICAPS© is required.
  • Ability to adapt to changes and to work in an international multi-cultural project environment, to cope in a positive and productive manner within intensive environment. Interpersonal skills, rigor and analytical mind.
  • Ability to work as a member of a project Team, to liaise, coordinate and positively communicate with the involved different Parties (Contractors, project Entities, Authorities, industrial Investors, nearby Industries, auditors, other disciplines representatives, experts, etc.). Ability to liaise effectively at all organizational levels.
  • Leadership in a challenging context.
  • Oral communication abilities and writing skills in the English language required
