Position Overview:
We are seeking a Recruitment Specialist to support full-cycle hiring across mission support, healthcare, IT and operations roles in a GovCon environment. The successful applicant will leverage Ibility’s Lever Applicant Tracking System (ATS) to create requisitions, manage pipelines, schedule interviews, and produce accurate reports. They will also perform initial candidate phone screens, source proactively through a variety of means, and develop and nurture a pipeline of candidates for future projects and proposals (including contingent staffing).

  • Partner with leadership on workforce planning and proposal staffing strategies.
  • Own full-cycle recruiting: intake, sourcing, screening, interview scheduling, feedback loops, and offer coordination
  • Source proactively using different modalities, job boards, referrals, and niche/clearance communities; build shortlists fast for priority requisitions.
  • Perform structured phone screens and competency-based interviews; capture notes/scorecards in Lever ATS to drive consistent, fast decisions.
  • Build and nurture pipelines for future projects and proposals (contingent staffing); tag talent pools and run nurture campaigns in Lever.
  • Support cleared and public-trust hiring (Public Trust, NACI; Secret+ a plus), partnering with security/HR on adjudication steps.
  • Keep hiring managers in sync with weekly updates on pipeline health, time-to-slate, and risks/blockers.
  • Champion candidate experience: timely communications, clear expectations, and constructive feedback.
  • Ensure EEO/OFCCP compliance and audit-ready data; maintain clean requisition/candidate records and publish weekly KPI dashboards.
  • 2–3 years of in-house or agency recruiting experience (in-house preferred) for VA, HHS, DHA, or broader Federal Health programs.
  • Comfortable recruiting for technical and non-technical GovCon industry roles (includes familiarity with nuances of Federal   contracting   (clearances, billable vs. overhead roles, contingent offers, rapid surge hiring) with strong sourcing chops (Boolean Search Strings, LinkedIn Recruiter, referrals management/coordination).
  • Working knowledge of EEO laws and OFCCP regulations/requirements.
  • Demonstrated stakeholder management, and prioritization skills in a fast-moving, high-accountability environment.
  • Warm, professional, and personable communicator who builds positive rapport quickly with candidates and hiring managers.
  • Highly energetic and proactive worker who consistently follows through, moves fast, and keeps stakeholders informed.
  • Positive, solutions-oriented attitude with strong customer service mindset.
  • Team-first attitude and proven dependability, with strong organization skills and an eye for the details.
  • Ability to successfully pass a background check and receive a government clearance.
  • Bachelor’s degree (or equivalent professional experience in recruitment).
  • Recent, hands-on experience with Lever ATS (creating requisitions, building candidate pipelines, scheduling, offers, and reporting).
  • Prior exposure to public-trust adjudication or cleared pipelines (Public Trust/Secret/TS).
  • Comfort with recruiting analytics (Lever ATS dashboards, pivoting data into insights).
