We are seeking a mission-driven Program Manager to lead cutting-edge U.S. Air Force enterprise initiatives focused on delivering a secure, scalable environment for fielding mission-critical software at speed. As part of our Air Force Enterprise Systems Portfolio , you’ll serve as the strategic leader and primary custodian of a critical multi-year contract vehicle. You are the definitive "up and out" leader, responsible for navigating the complexities of the Air Force acquisitions landscape to ensure the program remains a cornerstone for mission delivery. 
This role is ideal for a candidate with a background in defense software acquisition, IDIQ-type contract management experience, Air Force Acquisition, Engineering or Contracting Officer service, DevSecOps, and digital transformation modernization efforts who can interface with engineering teams, program offices, and government stakeholders to ensure delivery of secure, resilient enterprise services and capabilities at speed.
Key Responsibilities
Strategic Program Leadership: Strategize, implement and maintain program initiatives that adhere to overall Clarity and customer objectives. Provide program visibility and reporting on risks, financial insight, stakeholder engagement, governance, quality, and planning activity of all program services. Identify and develop opportunities with customers to build steady business growth.


• Contract Accountability: Assume ultimate accountability for the contract vehicle in its entirety, guaranteeing that every program endeavor remains synchronized with the strategic vision of both Clarity and the client.

• Executive Visibility: Act as the principal liaison for high-impact mission updates, providing senior leadership with critical visibility into fiscal health and significant strategic pivots.

• Forward-Leaning Strategy: Drive operational urgency by forecasting mission requirements half a year to a year out, ensuring current task prioritization reflects future organizational goals.

 
Contract Ownership: Advise teams, customers and stakeholders on all available contract services. Identify and manage risks and opportunities to ensure longevity of program.


• Vehicle Integrity: Oversee the contract vehicle, managing the lifecycle of new awards, contract changes, and renewals to support all subsequent orders.

• Acquisition Gates: Serve as the definitive authority for pursuit decisions, vetting program opportunities to align organizational resources with high-impact strategic goals.

• Partner Ecosystem Management: Direct subcontracting agreements while upholding the structural alignment of all third-party partnerships.

 
Financial Authority: Manage budget, funding channels and team resources for maximum productivity.


• Budget vs. Actuals: Maintain absolute accountability for the program budget in alignment with monthly, quarterly and annual financial reporting requirements, ensuring all spending aligns with the established Delegation of Authority (DoA).

• Financial Baselines: Coordinate closely with the Project Control Analyst (PCA) to ensure financial models are accurately baselined and that funding thresholds are sustained to prevent work stoppages.

• Resource Authorization: Authorize high-level spending, including staffing backfills and travel across the entire program or specific teams.

 
Team Member Development: Maintain Clarity culture and enable team members supporting the program. Manage individual and team challenges head on, utilizing Clarity resources like Human Resources and Practice Leads to ensure employees are set up for success. 


• Mentorship: Provide mentorship to the Technical Program Manager and Product Leadership staff, specifically in the areas of business strategy and navigating customer bureaucracy.

• Staff Planning: Drive early staffing actions from pre-award on large programs, coordinating with Talent Acquisition and Functional Leads to identify key talent that meets specific mission requirements.

 
Business Strategy: Orchestrate the continuous development and extended future of the program. Cultivate new avenues for engagement, secure client longevity, and amplify overall company synergy.


• Expansion Strategy: Maintain accountability for identifying and cultivating new growth opportunities that expands the program’s reach within its existing boundaries and extend the program’s operational reach beyond its existing boundaries.

• Mission Retention: Direct the strategic roadmap for client persistence by ensuring delivery excellence and fostering high-level stakeholder engagement across the program’s executive landscape.

• Cross-Portfolio Integration: Pinpoint collaborative ventures within the broader organizational portfolio to utilize shared capabilities and amplify the program's overall mission influence.



Qualifications
Required:


• Eligible for Active Secret (up to Top Secret/SCI)

• Bachelor’s or Master’s degree in Business, Computer Science, Engineering, Cybersecurity, or related technical field.

• 6+ years of relevant experience in technical program management, systems engineering, or software delivery managing DoD programs.

• Familiarity with Air Force software factories (Kessel Run, BESPIN) and DevSecOps principles.

• Understanding of enterprise services delivery; systems architecture, platform operations, agenticAI, cloud-native technologies and environments such as Cloud One and Platform One.

• Proven experience working with DoD acquisition and software development lifecycle, especially Software Acquisition Pathway and OTA/ID/IQ contract delivery models and strong understanding of USG project accounting.

• Strong written and verbal communication skills for interfacing with both government customers and engineering teams.

• Able to travel to customer engagements minimum once a month (locations include but not limited to: DC Area, Montgomery, AL)

Preferred:


• Prior service as an Air Force Officer, experienced in executive strategy/communication and acquisition program execution is preferred.

• Certifications such as PMP or equivalent (DAWIA, PRINCE2) are highly desirable.

• Experience integrating across a tiered customer model

• Strong understanding of Agile development, lean product management, and user-centered design within an Air Force context.
